Metropolitan Development Commission to Review Blue Line and Homelessness Housing Initiatives Today

The Indianapolis-Marion County Metropolitan Development Commission (MDC) is scheduled to convene today, Wednesday, February 18, 2026, for a significant public hearing. The session will begin at 1:00 PM in the Public Assembly Room on the second floor of the City-County Building. Today’s agenda features several high-priority resolutions involving public transportation, affordable housing, and the assessment of historic city assets. While several administrative sessions were originally planned for this evening, residents should note that the City-County Council’s Community Affairs Committee meeting, originally slated for 5:30 PM, has been officially cancelled.
Advancing the Blue Line and Transit Infrastructure
A primary focus of today’s MDC hearing is the continued development of the Blue Line Bus Rapid Transit (BRT) system. Commissioners are expected to vote on Resolution 2026-R-006, which would authorize the Department of Metropolitan Development (DMD) to convey specific property interests to IndyGo. This transfer is a critical step in facilitating the construction of the Blue Line, which is designed to improve transit efficiency and connectivity across the city. The commission will also consider additional real estate transfers aimed at revitalizing city-owned land through the Vacant to Vibrant program.
Investment in Supportive Housing and Social Services
The commission is also set to review a major funding agreement to combat chronic homelessness in Indianapolis. Under Resolution 2026-C-002, the DMD is seeking authorization to enter into a contract with Horizon House, Inc. The proposal involves a grant of up to $1,326,121 from the Indianapolis Housing Trust Fund to support the development of 16 permanent supportive housing units. This project is part of a broader city-wide effort to provide long-term stability and wrap-around services for the city's most vulnerable residents.
Structural Assessments and Zoning Petitions
In addition to transit and housing, the MDC will address the preservation and safety of local landmarks. Resolution 2026-R-007 proposes the expenditure of $9,460 for necessary structural assessments of the buildings and tunnels at the former Indiana Women’s Prison property. This evaluation is necessary to determine the feasibility of future redevelopment for the site. Finally, the hearing will include public testimony on various zoning petitions, including a request for a sign package at 7979 North Shadeland Avenue for the Community Health Network and a rezoning proposal for 2505 South Arlington Avenue in Warren Township.
