Metropolitan Development Commission Hearing

Today, Wednesday, March 4, 2026, the Indianapolis Metropolitan Development Commission (MDC) is scheduled to convene at 1:00 PM in the Public Assembly Room of the City-County Building. The commission faces a heavy agenda focused on downtown investment and significant land-use changes across the city.

One of the high-priority items is Resolution 2026-R-004, which proposes a contract with Downtown Indy Inc. for placemaking services. The contract, valued at up to $2,040,000, is intended to support the ongoing revitalization of the downtown core through public space improvements and programming. Additionally, the commission will consider Resolution 2026-E-001, which would authorize the expenditure of $120,000 in Certified Technology Park Grant Funds. This funding is designated for demolition and site preparation at 1200 Indiana Avenue within the 16 Tech Park, a project located in Council District 12.

The zoning docket for today includes several notable petitions:

  • Data Center Development: A request to rezone 13.68 acres at the intersection of Southeastern Avenue and South Kitley Avenue from industrial to commercial-special use. This project includes a variance to allow for a 70-foot-tall building, nearly double the standard 38-foot limit.
  • Mixed-Use Projects: A petition for a 0.22-acre site at 5416 North College Avenue seeks to establish a mixed-use development under transit-oriented development (TOD) standards.
  • Industrial and Residential Shifts: Proposals include rezoning 5.6 acres on Lafayette Road for small-scale commercial workspaces and self-storage, and a residential rezoning for a four-unit structure on Cornell Avenue.

Historic Preservation and Committee Updates

Following the afternoon development hearing, the Indianapolis Historic Preservation Commission (IHPC) will hold a session at 5:30 PM. The IHPC is expected to review architectural modifications and new construction proposals within the city’s designated historic districts to ensure compliance with preservation standards.

Residents should note that the City-County Council's Municipal Corporations Committee meeting, originally scheduled for this evening, has been cancelled. This committee is responsible for the oversight of municipal entities such as IndyGo and the Indianapolis Airport Authority; no reason for the cancellation was provided in the official notice.

Executive Focus on Education

In the executive branch, Mayor Joe Hogsett’s administration is moving toward a critical deadline regarding the Indianapolis Promise Education Corporation (IPEC). The Mayor has until the end of this month to appoint the nine members of the IPEC board. This body is tasked with the potential authorization of a major tax referendum for the November ballot, a move that could significantly impact the future funding of Indianapolis Public Schools. While no formal press conference is scheduled for today, the appointment process remains a primary focus for the Mayor’s office this week.
