As of Thursday, March 5, 2026, the City of Indianapolis and Marion County have issued several critical updates regarding infrastructure, public health, and neighborhood development. Major Infrastructure: Level Up 31 Phase II

The Indiana Department of Transportation has officially transitioned the Level Up 31 project into its second phase effective today, March 5. This major infrastructure initiative aims to enhance safety and traffic flow on the city’s north side but involves significant traffic impacts. Residents should prepare for the following:

  • Full-time inside shoulder closures and intermittent stoppages on I-465 (both eastbound and westbound) from Spring Mill Road to College Avenue.
  • New traffic patterns at the interchange of northbound and southbound Meridian Street.
  • Southbound U.S. 31 is currently reduced to a single lane between 106th Street and the I-465 interchange.

Commuters are advised to allow extra travel time and follow all posted detours to maintain safety within these work zones.

Downtown Road Closures and Transit Impacts

In addition to regional highway work, downtown construction remains active as the Signia by Hilton and Indiana Convention Center expansion continues. Capitol Avenue is currently closed for vehicular traffic and will remain closed through the remainder of March 2026. Further impacts include the closure of Illinois Street from South Street to Georgia Street.

Regarding public transit, IndyGo has issued a reminder for riders on the Blue Line. Due to construction on Washington Street between Southeastern and State avenues, significant bus stop closures remain in effect. Pedestrians should note that full crosswalk accessibility in these areas is still restricted as work crews move toward a tentative spring completion date.

Public Health and Community Services

The Marion County Public Health Department continues its community outreach through early March. Following the Wellness Wednesday screenings held yesterday, the department reminds residents that core public health services remain accessible through the Health First Indiana initiative. This program focuses on dedicated funding for preventative care and neighborhood-level health measurements.

Legal and Neighborhood Notices

The Department of Public Works (DPW) is holding a pre-proposal conference today, March 5, at 1:00 p.m. for the 2026 Indianapolis Neighborhood Infrastructure Partnership Program. This session is part of the RFP-14DPW-1775 bidding process, which aims to distribute funding for localized street and sidewalk improvements. Additionally, following the City-County Council meeting on March 2, various legislative committees are now reviewing new budget amendments and contract authorizations that will be finalized later this month.
